Scripture O'Clock is a clock in which the time is the Scripture reference. The hour is the chapter and the minute is the verse, so at 3:16 you see John 3:16, and at 8:28 you see Romans 8:28. A new verse appears every minute.

On the Home Screen, touch and hold an empty area until the icons jiggle, tap the + in the corner, search for Scripture O'Clock, and choose a size. For the Lock Screen, touch and hold the Lock Screen, tap Customize, then tap a widget slot and pick Scripture O'Clock.

There is no "verse 0," so at the top of each hour the clock shows the opening verse of that chapter. Every other minute of the day has a verse whose chapter and verse are exactly the time.
